We recognise that people who live in or own property near the airport are impacted by our activities, and we are committed to being a better neighbour to the communities that surround us.
To expand the airport, we will need to build beyond the existing airport boundary. This will mean us buying additional land including residential, commercial and agricultural properties. To assist the owners and occupiers of the properties that might be impacted by expansion, we have developed a number of property compensation schemes. We are considering a relocation bureau, and are actively working with local community forums to make sure that people who are impacted can make informed decisions about their futures.
You will find more detail below. This consultation is all about options: nothing has been decided. It is your opportunity to have your say and we would like to hear from you.
Compulsory Purchase Zone
To expand the airport, we will need to buy additional land including residential, commercial and agricultural properties.
The Airports Commission recommended to the Government that this additional land would need to be acquired, and it should be referred to as the Compulsory Purchase Zone – also known as “the CPZ”.
The CPZ Compensation Offer
The CPZ compensation offer includes:
- the unaffected market value of the property – so the value of the property as if expansion had never been proposed;
- a home loss payment of 25 per cent of the unaffected market value; plus
- stamp duty costs for purchase of a replacement property of equivalent value; plus
- reasonable legal and moving costs.
We do not intend to start purchasing properties until planning consent is received. Our current expectation is that the detailed planning process will be completed at some point in 2021.

Wider Property Offer Zone
We also recognise that people who own and occupy properties outside the CPZ but within very close proximity to the airport boundary are also affected by our activities. This wider area is known as the Wider Property Offer Zone or “WPOZ”.
We estimate there are approximately 5,500 residential properties within the wider property offer zone. These properties are located in Poyle, Colnbrook, Brands Hill, Harlington, Cranford Cross and parts of Harmondsworth and Sipson. Of the 5,500, we estimate there are up to 3,750 eligible residential properties within this zone.
The WPOZ compensation offer
Under our proposals, owner-occupiers within the WPOZ would be able to choose to remain in their own home, or take the same terms as those on offer to people in the CPZ area including:
- the unaffected market value of the property – so the value of the property as if expansion had never been proposed or had never taken place (as applicable)’.
- a home loss payment being 25% of the unaffected market value; plus
- stamp duty costs for purchase of a replacement home at an equivalent value; plus
- reasonable legal fees and moving costs.
To give people enough time to make an informed decision about whether to apply for the WPOZ offer, we are also proposing to keep it open until a year after the third runway has been built

Noise Mitigation Scheme
In our submission to the Airports Commission, we set out our proposals to compensate residents most impacted by aircraft noise. We estimate this scheme represents an investment of up to £700m.
Our noise mitigation scheme proposes two zones: an outer and inner zone based on an accepted noise contour used by the European Union and the Mayor of London.
We propose that residents would be eligible for the scheme regardless of whether they experience noise under existing flight paths or would be newly affected by noise from the proposed third runway.
Under the scheme, homes in the designated zone closest to the airport with higher levels of noise (the inner zone) would have the full costs of their noise insulation covered by the airport. Up to £3,000 in noise insulation would be offered to homes further away from the airport (the outer zone).
We propose that a third party assessment, free of cost to homeowners, would be made to determine the extent of each home’s needs within the eligible insulation zones. Our insulation package could include:
- Acoustic double glazing in windows;
- Ceiling over boarding in bedrooms; and
- Loft insulation and ventilation.
The final boundary of the scheme will be dependent on the design of flight paths around an expanded airport and will be subject to consultation. However, under our current plans all homes within the towns and villages of Wraysbury, Datchet, Sipson, Harmondsworth, Harlington, Colnbrook, Brands Hill and Stanwell Moor would be covered by the scheme.
We propose to start insulating properties at least one year before operations on the new runway begin. This may be brought forward if we are granted consent to release additional air traffic movements before a third runway opens.
